The chapter merchants are the small Black Sprites that wait beside the path in every story chapter and offer to "make a deal". They are the main source of Immundus stones, Blackwater trophy-enhancement parts, Alchemy formulas, throwing weapons and elixirs. Each chapter has one to three of them, and each has its own fixed stock list that nobody else shares. Prices are paid in Bone Fragments for most goods and in the rarer Currencies (Big Bone, Fractured Body, Filthy Core) for the better ones. This page lists the whole stock of every stall in all four New Game Plus journeys. See Merchants for the rules that apply to every shop.
Each stall is a Black Sprite (hero model 20003, called a "black sprite" in the game's enemy data; the same model is the small treasure carrier enemy). Talking to it opens a short greeting, then a menu with "Trade". The greeting lines only differ by chapter: Heggem and Edith use a "Human, do you want to make a deal" line, Adamina and Blessedland a "Poor Courier" line, Exilium a "new Courier" line, and Katib, Karst Cave and Ichthyosauria a "my stall has been deserted, maybe I can give you a good discount" line.

Notes on placement (from ES_StoryMonster and ES_StoryDialog):
Every stock list in this article belongs to a Type 6 "transaction" dialog row. The list that opens is the one named by that dialog row's MonsterId, not by the sprite you are standing next to. In nearly every case they agree. The one exception is Katib: it has three Black Sprites, 5116 (area 1), 5117 (area 2) and 5127 (area 2), and the last one opens stock list 5118. The monster that is actually numbered 5118 is a frog-model NPC (hero 90008) whose only dialog row (58301) is an empty Type 8 row with no trade menu.
Blessedland's stall 6093 is only placed after quest 63713 (a chapter-6 event; the data does not name it) is complete. Every other chapter stall is always present.
The four Ichthyosauria stalls belong to the DLC stage and are only reachable with that DLC.
Lists 9136, 9137 and 9138 are the same shop copied three times (same items, prices and stock), so each copy is a separate set of stock counters: you can buy the full list from each one.
The game keeps four price and stock columns per row, one for each New Game Plus journey (the code clamps the journey number at 4, so journey 5 and above reuse journey 4). Typical movement, measured over the 156 rows in the whole table whose item stays the same and whose price moves (all merchants, not only the chapter stalls):
Prices rise with every journey. Median price versus journey 1 is x1.5 in journey 2, x2.2 in journey 3 and x3.25 in journey 4 (the range is x1.25 to x4.3, because each row has its own hand-set numbers, not a formula).
Some rows swap the item itself in later journeys. Throwing Knife becomes Huge Fang from journey 2 (Exilium 3003, Edith 4097, Katib 5116 and 5118, Blessedland 6094) or from journey 3 (Adamina 2009, Heggem 1042); the Truth trophy at Heggem 1042 gains one level per journey; Chipped Immundus becomes Blackwater Debris from journey 2 at Heggem (1042), Adamina (2009) and Exilium (3003), at a far higher price, and Katib stall 5116 sells one more Debris in journey 2.
Four chapter-stall rows change their stock count between journey 1 and journey 2: Heggem 11002 (2, then 1), Adamina 20001 and Exilium 30001 (3, then 2) and Katib 50006 (1, then 2). Everything else keeps the same stock in every journey.
Totals if you bought every Immundus-grade stone and Blackwater part in the eight base-game stages (stalls only; Viola's collection, Carriage supplies and the DLC stalls are excluded):

(BF = Bone Fragment, BB = Big Bone, FB = Fractured Body.) The Ichthyosauria DLC stalls add 6 Sea Tooth Bone, 9 more Immundus, 3 more Chipped Immundus and further Debris and Rubble on top of this.
Only two items ever restock, and not everywhere. Elixir of Sanity (stalls 1040, 2009, 3003, 4096, 5117, 6093, 7056) and Elixir of Hallucination (3003, 4096, 5117, 6093, 7056) are the only rows flagged to refill, 12 rows in all, stock 5 each. Heggem's second stall (1042) also sells 5 Elixirs of Sanity but never refills them, and the DLC stalls sell none. Everything else, including Immundus, formulas and Blackwater parts, is a one-time supply per New Game Plus journey. See Merchants for exactly when the refill happens.
Formulas are bought once for the whole save. The 10 "Formula:" rows are flagged NotReset, so a formula you bought is never offered again, even after you start the next New Game Plus journey. Everything else resets to full stock when a new journey begins.
The "discount" line is flavour. The Katib, Karst Cave and Ichthyosauria sprites say they can give a discount, but they use the same price numbers as every other stall (for example Chipped Immundus is 20 / 30 / 45 / 65 at Edith, Katib, Karst Cave and Ichthyosauria alike). There is no discount mechanic in the shop code.
Starry Honey Wine is sold in four of the seven story chapters. Among the chapter stalls it is only sold at Edith 4096, Katib 5117, Blessedland 6093 and Karst Cave 7056 (and at 9135 in the DLC), one bottle each and always for Big Bone (item description: it resets the character's attributes), so keep Big Bone back if you want a respec. Viola's collection also sells it from journey 2 on, for Dominator Crystals (see Viola's collection).
Throwables never run out. Throwing Knife and Huge Fang rows have stock -1 (unlimited) in every journey.
Heggem's Truth trophy levels up with the journey. Row 11001 sells a different trophy row in each journey (Truth +0, +1, +2, +3, ids 60025, 60225, 60325, 60425) at 100 / 120 / 140 / 180 Bone Fragments, one copy per journey.
Non-Existent Boots cost almost a thousand. Exilium row 31001 sells the boots trophy at 875 / 900 / 950 / 999 Bone Fragments, the dearest chapter-shop item by far, and the price barely rises with journeys.
Concentration Rune uses the rarest coin. Karst Cave row 71007 asks 2 / 3 / 4 / 5 Filthy Cores. Filthy Core is the top dedication currency (see Currencies), and the stall is the only place that trades it for goods.
